WASTE DISCHARGE REQUIREMENTS -5- GOLD BOND BUILDING PRODUCTS, INC. NATIONAL GYPSUM COMPANY SAN JOAQUIN COUNTY 4. The Discharger shall notify the Regional Board as soon as it knows or has reason to believe: a. That any activity has occurred or will occur that would result in the discharge of any toxic pollutant that is not limited in this permit, if that discharge will exceed the highest of the following "notification levels": 1) 100 micrograms per liter (ug/1) 2) 200 ug/l for acrolein and acrylonitrile; 500 ug/l for 2,4- dinitrophenol and 2-methyl-4,6-dinitrophenol ; and 1 ug/l for antimony; 3) Five times the maximum concentration value reported for that pollutant in the permit application; or 4) The level established by the Regional Board in accordance with 40 CFR 122.44(f). b. That it has initiated or expects to begin to use or manufacture as an intermediate or final produce or by-product any toxic pollutant that was not reported in the permit application. 5. The Discharger shall comply with the attached Monitoring and Reporting Program No. 89-072. 6. By 1 June 1990 the Discharger shall submit a Technical Report which describes and evaluates the TDS concentrations in the supply water and effluent on a seasonal basis, and the impacts, if any, the effluent has on TDS concentrations in Mormon Slough. Additional monitoring other than that required in Monitoring and Reporting Program No. 89-072 may be required to properly evaluate any impacts. The Board will review the Technical Report and may revise the effluent limits, the receiving water limitations, or both. 7. This Order expires on 1 May 1994 and the Discharger must file a Report of Waste Discharge in accordance with Title 23, California Administrative Code, not later than 180 days in advance of such date as application for issuance of new waste discharge requirements. 8. In the event of any change in control or ownership of land or waste discharge facilities presently owned or controlled by the Discharger, the Discharger shall notify the succeeding owner or operator of the existence of this Order by letter, a copy of which shall be forwarded to this office.
