ffIlBuilding
GoldBond
roducts
A National Gypsum Division Ippraw"
> 1988 MAR
March 29 31 1988
VIROMFNTAL
ENFERMIT/SERV CESL
Laurie Cotulla
SAN JOAQUIN COUNTY
Department of Health Services
1601 East Hazelton
Stockton, CA 95201
Dear Laurie:
On March 11 , your inspector, William Snavely, visited our mill in response to
our queries concerning whether or not our proposed underground tank monitoring
plan, submitted February 13, 1987, was approved. We had been actively trying
to get an answer through the State for six months.
To be honest, I was surprised to learn that we were left with an official in-
spection report listing the status of our system as a major violation and re-
quiring a variance submission by April 11 . I now understand that we must file
a site specific variance and a non-refundable filing fee of $2,725 just to get
the Regional Water Quality Control Board to consider our variance request.
Let me assure you that we intend to do our part to meet our environmental
obligations and fully comply with all regulations. I just wish it had been
made clear to us a year ago that this was necessary. We have retained Ameri-
can Environmental Management Corporation to act on our behalf.
My problem is the April 11 deadline. I would appreciate at least a 60-day
extension to evaluate the technical feasibility of replacing the underground
tanks with above ground tanks or in the case of the courtyard tanks, perhaps
eliminating them altogether. We really only want to leave them "as is" and
monitor as a last resort. The system that we are contemplating may not satis-
fy fire code. FireChief Monk will not be available until April 4 to advise us.
I would appreciate it if you would consider my request and rule on it as soon
as possible.
Sincerely,
Ro
Plant Manager
MJR/dms
800 West Church Streal• Stockton, Calltornla • 95203 •209 466-5251
