Box 1727 • Stockton, CA 95201 • (209) 467-6000
October 30, 1989
Mr. Douglas Wilson
San Joaquin Local Health District
1601 East Hazelton Avenue
Stockton, CA 95201
RE: Storage Vault Compliance
1050 South Diamond Street
Stockton, California
WA Job #74-331-03
Dear Mr. Wilson:
As you requested during our meeting on August 2, 1989, this letter
presents Diamond Walnut Growers' (DWG) proposal to bring three under-
ground propylene glycol and two underground chill water storage
vaults located on the DWG property into compliance with California
Administrative Code Title 23; Chapter 3, Waters; Subchapter 16,
Underground Storage Tanks. Outlined below are a brief site history
summary, descriptions of compliance options considered and a detailed
description of the compliance option we have selected.
SITE HISTORY
DWG currently stores propylene glycol in three underground concrete
vaults located in the eastern portion of the site and chill water
in two concrete vaults located along the north wall of the main
process building (Figure 1). The propylene glycol and chill water
are used as refrigerant for plant cooling operations. Construction
characteristics of these valuts are described in the Weiss Associates
(WA) storage tank investigation work plan dated July 20, 1988.
To evaluate potential tank compliance options, in December 1988,
WA drilled angled soil borings beneath each vault and collected
and analyzed soil samples from the borings. The analytic results
for the analyzed soil samples indicated leakage from Vaults 1, 6,
and 8. The results of the investigation are presented in the May 16,
1989 WA subsurface investigation report.
