..
,Q'„ ,, San Joaquin County
Environmental Health Department
s: <
Complaint Record Daily Time and Activity Summary from 3/1/2015 to
6/17/2020 for CODYL3BPC located at
GEORGES BP MINI MART
18662 N HWY 88, LOCKEFORD
Activity Date Recorded by
02/23/2016 At noon, I received a complaint from Michael Hamaguchi, SJVAPCD, that he PE 2546 BACKUS
received from Ed Virgin of CalEPA. The complainant said he was fueling his truck SC 544
and the dispenser hose fell apart causing a leak of six gallons of diesel fuel onto
the driveway. The spill occurred on 2-22-16 at 8:30 pm. I emailed the
complainant and he emailed photos he took of the incident. I responded to the
facility at approximately 2 pm on 2-23-16. Wet diesel and absorbent were
observed on the driveway near dispenser 10. The spill was within three feet of the
storm drain but no diesel liquid or odor was observed in the storm drain. At my
request, the facility personnel came out and applied more absorbent and swept it
up. The absorbent was placed in two 5-gallon covered containers and labeled as
hazardous waste. The absorbent was saturated with diesel. I wrote a Notice to
Abate and requested the disposal record for the absorbent waste. The Notice to
Abate was signed and received by the store cashier. I emailed the Notice to
Abate to the facility operator, Rupi Padda.
02/24/2016 Notification of Hazardous Waste Discharge. PE 2546 BACKUS
SC 203
02/29/2016 1 competed the ER report and printed the inspection photos. PE 2546 BACKUS
SC 544
03/03/2016 Received and reviewed the disposal record from the County HHW facility for the PE 2546 BACKUS
spill waste. Abated complaint.
