Training Requirements For Handlers of Hazardous Materials
My business has a Hazardous Materials Management Plan, what training is
required for my employees?
The following subjects need to be covered, as a minimum:
1 . Instruction in the safe storage and handling of hazardous materials, including
maintenance of monitoring records.
2. Instruction in emergency procedures for leaks, spills, fires or explosions, including
shutdown operations and evacuation procedures.
a. Mitigation, prevention, or abatement of hazards to persons, property, or the
environment.
b. Procedures for coordination with local emergency response organizations.
C. Use of emergency response equipment and supplies under the control of the
handler.
d. Identification of areas of the facility and mechanical or other systems that
require immediate inspection or isolation because of their vulnerability to
earthquake related ground motion.
3. Immediate notification of:
a. Local emergency personnel.
b. The administering agency and the State Office of Emergency Services.
C. Persons within the facility who are necessary to respond to an incident.
4. Immediate notification and evacuation of the facility.
5. Identification of local emergency medical assistance appropriate for the potential
accident scenarios.
6. Record keeping procedures for documenting training given to employees.
Note: The business plan shall include provisions for ensuring that appropriate personnel
receive initial and refresher training. You must document all training and refresher
training. Training records are your only proof that your employees have been trained.
For more information on training requirements see Title 19 California Code of Regulations,
Chapter 4, Article 4, Section 2732 and the 1998 California Fire Code, Appendix Il-E,
Hazardous Materials Management Plan, Section 3.2.8.
5/25/00
