SYPHON) <br /> UNDERGROUND STORAGE TANKS SERVED BY A PHIL-TITE PHASE I VRS (VR-101-A)WITH TWO (2) FUELING <br /> POINTS AND TWO (2) GASOLINE DISPENSING NOZZLES SERVED BY A BALANCE PHASE II VAPOR RECOVERY <br /> SYSTEM (G-70-52-AM). MODIFICATION TO CONVERT THE 2,000 GALLON TANK TO GASOLINE AND CONNECT IT <br /> TO THE 10,000 GALLON TANK WITH A SYPHON SYSTEM, REPLACE A DIESEL DISPENSER WITH A <br /> DIESEL/GASOLINE DISPENSER, AND REPLACE EXISTING GASOLINE DISPENSERS WITH COMPRESSED <br /> NATURAL GAS DISPENSERS. <br /> CONDITIONS <br /> 1. The vapor recovery systems and their components shall be installed, operated, and maintained in accordance with the <br /> State certification requirements. [District Rules 4621 and 4622] <br /> 2. The permittee shall perform and pass a Dynamic Back Pressure Test using BAAQMD Method ST-27 within 60 days <br /> after initial start-up and at least once every five years thereafter. [District Rule 4622] <br /> 3. The permittee shall perform and pass a Static Pressure Decay Test using BAAQMD Method ST-30 within 60 days <br /> after initial start-up and at least once every 3 years thereafter. [District Rule 4622] <br /> 4. The permittee shall perform and pass a "Pressure Integrity of Drop Tube/Drain Valve Assembly" test for the Phil-Tite <br /> system per Exhibit 4 of Executive Order VR-101-A within 60 days after initial start-up and at least once every three <br /> years thereafter. [District Rule 4621] <br /> 5. The permittee shall perform and pass a"Static Torque of Rotatable Phase I Adaptors" test for the Phil-Tite system per <br /> Exhibit 5 of Executive Order VR-101-A within 60 days aite;initial start-up and at least once every three years <br /> thereafter. [District Rule 462 1] <br /> CONDITIONS CONTINUE ON NEXT PAGE <br /> YOU MUST NOTIFY THE DISTRICT COMPLIANCE DIVISION AT (209) 557-6400 WHEN CONSTRUCTION IS COMPLETED AND PRIOR TO <br /> OPERATING THE EQUIPMENT OR MODIFICATIONS AUTHORIZED BY THIS AUTHORITY TO CONSTRUCT. This is NOT a PERMIT TO OPERATE. <br /> Approval or denial of a PERMIT TO OPERATE will be made after an inspection to verify that the equipment has been constructed in accordance with the <br /> approved plans, specifications and conditions of this Authority to Construct, and to determine if the equipment can be operated in compliance with all <br /> Rules and Regulations of the San Joaquin Valley Unified Air Pollution Control District. Unless construction has commenced pursuant to Rule 2050, this <br /> Authority to Construct shall expire and application shall be cancelled two years from the date of issuance.
