SYPHON) UNDERGROUND STORAGE TANKS SERVED BY A PHIL-TITE PHASE I VRS (VR-101-A)WITH TWO (2) FUELING POINTS AND TWO (2) GASOLINE DISPENSING NOZZLES SERVED BY A BALANCE PHASE II VAPOR RECOVERY SYSTEM (G-70-52-AM). MODIFICATION TO CONVERT THE 2,000 GALLON TANK TO GASOLINE AND CONNECT IT TO THE 10,000 GALLON TANK WITH A SYPHON SYSTEM, REPLACE A DIESEL DISPENSER WITH A DIESEL/GASOLINE DISPENSER, AND REPLACE EXISTING GASOLINE DISPENSERS WITH COMPRESSED NATURAL GAS DISPENSERS. CONDITIONS 1. The vapor recovery systems and their components shall be installed, operated, and maintained in accordance with the State certification requirements. [District Rules 4621 and 4622] 2. The permittee shall perform and pass a Dynamic Back Pressure Test using BAAQMD Method ST-27 within 60 days after initial start-up and at least once every five years thereafter. [District Rule 4622] 3. The permittee shall perform and pass a Static Pressure Decay Test using BAAQMD Method ST-30 within 60 days after initial start-up and at least once every 3 years thereafter. The permittee shall perform and pass a "Pressure Integrity of Drop Tube/Drain Valve Assembly" test for the Phil-Tite system per Exhibit 4 of Executive Order VR-101-A within 60 days after initial start-up and at least once every three years thereafter. The permittee shall perform and pass a"Static Torque of Rotatable Phase I Adaptors" test for the Phil-Tite system per Exhibit 5 of Executive Order VR-101-A within 60 days aite;initial start-up and at least once every three years thereafter. Approval or denial of a PERMIT TO OPERATE will be made after an inspection to verify that the equipment has been constructed in accordance with the approved plans, specifications and conditions of this Authority to Construct, and to determine if the equipment can be operated in compliance with all Rules and Regulations of the San Joaquin Valley Unified Air Pollution Control District. Unless construction has commenced pursuant to Rule 2050, this Authority to Construct shall expire and application shall be cancelled two years from the date of issuance.
