SCS ENGINEERS- <br /> WORK PLAN FOR LANDFILL GAS MONITORING <br /> CORRAL HOLLOW SANITARY LANDFILL, SAN JOAQUIN COUNTY, CALIFORNIA <br /> 1. INTRODUCTION <br /> This document, prepared by SCS Engineers (SCS) on behalf of the San Joaquin County <br /> Department of Public Works (County) provides a proposed work plan for landfill gas <br /> (LFG) migration monitoring at the Corral Hollow Sanitary Landfill. This work plan is <br /> intended to comply with federal (Subtitle D, 40 CFR 258.23) and state regulations (CCR <br /> Title 14, Section 17783) for gas monitoring during landfill closure and post closure <br /> periods. <br /> 2. OBJECTIVES OF GAS MONITORING PLAN <br /> This work plan has been developed to ensure detection of the presence of LFG <br /> migration in soils at the landfill property boundary and also into on-site structures. <br /> Regulatory thresholds for LFG migration are as follows: <br /> • Concentrations of combustible gas (typically measured as methane, the <br /> primary component of LFG) in soils at the property boundary shall not exceed <br /> 5 percent by volume. The lower explosive limit (LEL) for methane is 5 percent <br /> by volume in air (% v/v). <br /> • Combustible gas concentrations shall not exceed 25 percent of the LEL <br /> (1 .25% v/v) within facility structures. <br /> Included herein are proposed LFG monitoring well locations and construction details, <br /> criteria for system design, provisions for field monitoring and a health and safety (H&S) <br /> plan for all field activities. <br /> 3. BACKGROUND <br /> Site Location. Ownership and Solid Waste Facilities Permit <br /> The Corral Hollow Landfill is located approximately 5 miles south of Tracy, California, <br /> on Corral Hollow Road (see Figure 1). The approximate 45-acre site is currently owned <br /> and operated by the County as a Class III landfill in accordance with Solid Waste Facility <br /> Permit Number 39-AA-0005 issued by the California Integrated Waste Management <br /> Board (CIWMB) and its designated local enforcement agency (LEA), the San Joaquin <br /> County Environmental Health Department. <br /> A site plan showing the landfill property boundaries, limits of fill, existing site structures <br /> and final closure topography is provided in Figure 2. <br /> 1 <br />
