SCS ENGINEERS-
On-Site Structures
The interior of the gate house and equipment shed will be monitored on a quarterly --
basis for combustible gas accumulations. Testing will be performed using an organic
vapor analyzer (OVA) or portable combustible gas indicator which is capable of
measuring methane in the LEL range (0 to 5% v/v, or up to 50,000 parts per million by
volume). Survey locations will include enclosed areas, subfloor openings, utility
conduits, etc. Locations of elevated methane concentrations will be noted.
Recall that the gate house and equipment shed will be removed as part of landfill _
closure. Interior monitoring will be conducted on a quarterly basis until that time.
6. REPORTING
A report will be prepared for submittal to the LEA and CIWMB within 90 days of
sampling, provided that compliance levels are maintained. The monitoring reports will
include: —
• Description of work performed.
• Boring logs and as-built well construction plans (first quarterly report only).
• Field sampling results and observations as indicated above. A numbering —
system will be used to correlate subsurface methane and pressure readings
with each monitoring well/probe.
• The names of sampling personnel, apparatus used, and a brief description of
sampling methods.
• Analytical results (if applicable).
7. CONTINGENCY CONTROL MEASURES
When the results of gas monitoring indicate methane concentrations in excess of
regulatory compliance levels, the County will take necessary steps to protect public _
health and safety. Such steps would be in compliance with: CCR Title 14, Section
16683.15; 40 CFR Section 258.23; and if applicable, San Joaquin Valley Unified Air
Pollution Control District proposed Rule 4264.
A plan for compliance will be developed based on site conditions and the nature of the
identified hazards. The plan will be submitted to the LEA and the CIWMB for approval.
13 _
