A Danville, CA 94506 <br />Tracy, CA 95377 <br />REVIEW OF WASTEWATER CHARACTERIZATION REPORT, PROCESS SPECIALTIES, <br />INC., SAN JOAQUIN COUNTY <br />On 3 June 2011 Process Specialties, Inc. (PSI), submitted a Wastewater Characterization <br />Report in response to a Central Valley Regional Water Quality Control Board (Central Valley <br />Water Board) request. The report characterized the wastewater discharge occurring at the <br />PSI facility at 1660 West Linne Road, Tracy, San Joaquin County. The Central Valley Water <br />Board was informed of the site by the San Joaquin County Environmental Health Department <br />(SJCEHD), after a site inspection. <br />The purpose of the characterization was to determine if the industrial wastewater discharge is <br />consistent with typical domestic wastewater. The local environmental health department can <br />act as lead agency if a wastewater discharge is consistent with typical domestic wastewater. <br />To determine the character of the wastewater quality, PSI sampled the on-site supply well <br />and the two industrial wastewater sources at the facility. A summary of the data generated is <br />presented in Table 1, attached to this letter. The following observations were noted: <br />1. Two analyses of the on-site well were performed (Well -Comp and Well -Std); both sets <br />of data are presented on Table 1. Concentrations of chloride, nitrate, Total Dissolved <br />Solids (TDS), and sodium exceeded potentially applicable Water Quality Objectives <br />(WQOs). The total hardness (as CaCO3) concentration was 240 mg/L, which <br />classifies the groundwater quality as very hard water. <br />2. There are two wastewater streams that are independent and were sampled <br />independently. The processes generating the wastewater are the same. Wastewater <br />is neutralized before discharge using sodium hydroxide. Although the processes are <br />very similar, the two sample results were notably different. <br />a. In Sample F1 Neutral (F1 N) WQOs were exceeded only for sodium. In Sample <br />F3 Neutral (F3N) WQOs were exceeded for TDS, sodium, fluoride, and <br />electrical conductivity (EC). <br />b. In Sample 173N, the concentrations/measured parameters for the constituents of <br />concern (TDS, sodium, fluoride, and EC) were approximately twice the values <br />reported in Sample F1 N. PSI has explained the difference is a result of the <br />larger diameter wafers that are cleaned in the operations characterized by <br />California Environmental Protection Agency <br />ZaRecycled Paper <br />
