CASE SUMMARY <br />DIRECTOR <br />Donna Heran, REHS <br />PROGRAM COORDINATORS <br />Robert McClellan, REHS <br />Jeff Carruesco, REHS, RDI <br />Kasey Foley, REHS <br />Linda Turkatte, REHS <br />Process Specialties is a custom semiconductor processing facility that generates <br />hazardous waste. <br />On May 26, 2010, Ms. Michelle Henry, Senior Registered Environmental Health Specialist <br />(REHS), San Joaquin County Environmental Health Department (EHD) and Ms. Stacy <br />Rivera, Senior REHS, EHD, conducted a routine inspection with Mr. Steve Hayashi, <br />Engineer, Process Specialties. During the inspection, a 55 -gallon container of waste <br />photo resist was found stored on site over 90 days. Several labeling violations were <br />found, including six 55 -gallon containers of waste acids that were lacking physical state, <br />and a 55 -gallon container of waste lubricating oil that was lacking hazardous properties <br />and accumulation start date. One empty 55 -gallon poly container that once held a <br />hazardous waste was not marked or managed within one year. Personnel training records <br />indicated that employees did not have current hazardous waste management training, and <br />the contingency plan did not have current contact phone numbers for County and State <br />agencies. <br />Ms. Henry and Ms. Rivera also found that the facility generates wastewater from their <br />process which contains hydrofluoric and sulfuric acids. Mr. Hayashi stated that the waste <br />is neutralized with a caustic soda and discharged into the city sewer system. Ms. Henry <br />asked to see the logs of pH readings before treatment and at discharge, and a copy of the <br />discharge permit with the City of Tracy. Mr. Hayashi stated that they did not measure or <br />record the pH levels prior to treatment and that she would need to talk to Mr. Ed Morris, <br />President/CEO, regarding the permits. Mr. Morris was not at the facility during the <br />inspection. At this time Ms. Henry and Ms. Rivera concluded the inspection and left to <br />write the inspection report. <br />
