Health and Safety Plan <br />Underground Tank Program <br />Tank Removal or <br />Over -Excavation Resample <br />INTRODUCTION <br />PURPOSE ANDS CCPR <br />The Health and Safety Plan, for underground tank removal/over-excavation provides for the protection <br />of on-site personnel and the surrounding community during site characterization activities. The <br />including <br />menta, specifications and procedures presented with -the plan will apply to all personnel on-site, <br />including emploueesT-subcontractors, site visitors and regulatory agency personnel. <br />HAZARD ANALYSIS <br />The most significant risk associated with petroleum contaminated soil is elposure to aromatic <br />compounds. Skin contact will be eliminated by use of clothi <br />hng, eye wear, and gloves and the hazard will will he.mcnimized using appropriate respiratory protective devices as determined by on-site air <br />monitoring. The Safety Coordinator/Project Manager will establish an exclusion zone encom assin <br />Cot radius from the work area. Access Within this zone will be limited to required personnel. To <br />or�tnic vapors will be monitored within the exclusion zone using a photoionization d p g a Do <br />tal <br />calibrated for benzene, the most roxic of the aromatic hvdrocarbons. Current enforceableand (PID) <br />recommended exposure limitations for potential site contaminants are presented in Table 1. <br />PERSONAL PROTECTIVE EQUIPMENT <br />A minimum of U.S. EPA level D protection will be required within the exclusion zone for any workers <br />engaged in sample collection or other activities on this site. Level D protection will include: <br />• Disposable Tvvek coverall (when in contact with contaminated material) <br />• Boots with steel toe <br />• Splash goggles or safety glasses <br />• Chemical resistant disposal gloves (when in contact with contaminated material) <br />Level C protection will be required if PID readings exceeding 10 pprn over background <br />concentration are recorded in the workers' breathing zone. Level C protection will consi <br />w <br />• Disposable Tek coverall st of: <br />• Boots with steel toe <br />• Chemical resistant boot covers <br />• C=hemical resistant disposal gloves (inner) <br />• Chemical resistant outer gloves <br />• MSI-L-�/;\;ICSH approved half -mask air -puri lying respirator with dual organic vapor cartridges <br />PID readings exceeding 250 g <br />5 ppm in the workers' breathing zone wi=ll require work stoppage and <br />site evacuation. An explosion -proof fan may be used to vent the work area. <br />DECONTAMINATION <br />During all field operations, care will be taken to minimize contact with soils ;u1d ground water. <br />spoils and developmental water will be stored on-site for proper treatment or disposal.
