Stockton, California
Dear Ms. Lewis:
On behalf of Western Farm Service, Inc. (WFS) GeoSyntec Consultants
(GeoSyntec) submitted the Results of 2003 Semi-Annual Groundwater Monitoring and
2003 Annual Monitoring Report to the Regional Water Quality Control Board
(RWQCB) on 31 October 2003. In the report, WFS recommended that the analysis of
groundwater samples for chlorinated herbicides by EPA 8151 be reduced from Semi-
annual to annual, and that isoconcentration contour maps be replaced with posted data.
On 30 December 2003, the RWQCB issued a draft Monitoring and Reporting Program
(MRP) incorporating some of the recommended changes. This letter comments on the
draft MRP.
We accept the changes made to the MRP, with the following exceptions:
We recommend that the description of site ownership in the first sentence of
the first paragraph be revised as follows: "The agricultural chemical facility
at 1905 North Broadway Avenue in Stockton (site) was owned by Unocal
until February of 1993. At that time, it was purchased by Crop Production
Services (CPS), which was owned by Agrium.
