Lee Shull asked how OEHHA regards assumed future land use of a site? <br /> Dr. Salinas stated that they feel obligated to evaluate an onsite future residential lan$use, as <br /> a worst-case scenario for risk associated with both the soil and ground water. It is then up <br /> to the risk manager to make cleanup recommendations based upon the results of the risk <br /> assessment. <br /> 8. Lee Shull asked about evaluation of offsite areas in terms of risk. <br /> Dr. Salinas stated that OEHHA will only consider risk within the boundaries of the site in <br /> question. For risk evaluation in off-site areas, comprehensive testing of surface soils would <br /> be required. <br /> 9. Lee pointed out that while we did not have a comprehensive surface soil sample set for <br /> offsite areas,we did have comprehensive ground water information. Will OEHHA consider <br /> a risk assessment for offsite receptors for just ground water, independent of soil-based risk? <br /> Dr. Salinas stated that yes, such an evaluation can be considered separately for ground water <br /> only. <br /> In general, Dr. Salinas stated quite emphatically that Unocal should present a work plan that stresses <br /> ,,good science." OEHHA will evaluate any and all proposed approaches based on the merits of the <br /> scientific arguments. However, OEHHA cannot guarantee whether or to what degree RWQCB will <br /> accept any approach that OEHHA might support. Dr. Salinas urged Unocal to involve RWQCB <br /> proactively in the project. <br /> Action Items: <br /> 1. Eric Chase to call David Stavarek at RWQCB on 3/10/98, to set up a meeting with him. <br /> 2. John Rapp to download new EPA risk assessment document presented in the meeting by Dr. <br /> Salinas, with copy to Nick Nickerson. <br /> 3. Draft Risk Assessment Work Plan to be submitted to Unocal for review by 3/20/98. <br />
