CALIFORNIA REGIO&WATER QUALITY CONTROL BOARD 4 Cal/EPA
CENTRAL VALLEY REGION
$ 3443 Routier Road,Suite A I
Sacramento,CA 95827-3098 r
97
Phone(916)255-3000 r
FAX(916)255-3015 10l 36 Pete Wilson,Governor
15 December 1997
Mr. Nick Nickerson
Unocal Asset Management Group
2121 N. California, Suite 250
Walnut Creek, CA 94596
REQUEST FOR WORKPLAN, FORMER PUREGROIBREA,STOCKTON,SAN JOA QUIN
COUNTY
I am in receipt of the 14 November 1997 Third Quarter 1997 Quarterly Monitoring Report and the
14 November 1997 Report of Results-Investigation of Agricultural Chemicals in Soil for the former
PureGroBrea Ag facility on North Broadway Avenue in Stockton. The quarterly monitoring report
confirms that the farthest downgradient well, MW-9, contains the chemical 1,2-dichloropropane.
Therefore, the extent of the 1,2-dichloropropane plume has not yet been delineated. By 15 January
1998, please submit a workplan for installation of an additional monitoring well downgradient of MW-9.
The soil investigation report contains the results of eight deep soil borings collected on the southern half
of the property. Slightly elevated levels of nitrate and total Kjeldahl nitrogen were found around the
former tank farm, while much higher concentrations were detected next to the washrack. The analytical
results show that use of this washrack has allowd, and is continuing to allow, releases of fertilizer
rinsewater to the soil. In addition, the washrack is not constructed or operated in such a way that it is in
compliance with the fertilizer waiver policy. Therefore,by 15 February 1998 please submit a workplan
to upgrade the washrack to meet the conditions of the waiver policy (copy enclosed). This workplan is
to be prepared and implemented in coordination with the current users of the washrack, Agrium Inc.
If yo
u have any questions, I can be reached at(916) 255-3078.
- WYELS
Site Cleanup Unit
Enclosure
cc: Mr. Mike Infuma, San Joaquin County Environmental Health Department, Stockton
Mr. Eric Chase, Sierra Pacific Groundwater Consultants, El Dorado Hills
Ms.Nancy Bishop, Western Farm Service, Lafayette
Mr. Jan Wagoner,Unocal, West Sacramento
Recycled Paper Our mission is to preserve and enhance the quality of California's water resources, and
ensure their proper allocation and efficient use for the benefit ofpresent and future generations.
