Summary of Meeting With Central Valley Regional Water Quality Control Board,April 16,
1997, Regarding Additional Regulatory Directives for the Former PureGroBrea Facility,
1905 North Broadway Avenue, Stockton, California,Sierra-Pacific Project No. 94-055.03
Dear Mr.Nickerson:
As requested by you, Sierra-Pacific Groundwater Consultants,Inc. (Sierra-Pacific)has prepared the following
summary of a meeting with the Central Valley Regional Water Quality Control Board(CVRWQCB). The
meeting took place in the CVRWQCB offices at 3443 Routier Road, Suite A, Sacramento, California, on
Wednesday,April 16, 1997 at 1:00 P.M. In attendance at the meeting were you and Jan Wagoner of Unocal
Asset Management Group (AMG),John Rapp and myself representing Sierra-Pacific, and Wendy Wyels and
Rudy Schnagl of CVRWQCB.
The first discussion was of Wendy Wyels' letter to you dated 12 March, 1997. Item 1. in that letter asked for
three new analytes to be included in future groundwater sampling events. These three analytes are EDB,
DBCP,and 1,2,3-TCP. I stated that this had been done for the sampling event that occurred on March 19 and
20, 1997, and the data was then handed to CVRWQCB in table form. Some discussion ensued as to the
findings, which were that these chemicals were present in very low concentrations in a few wells only,
primarily only in those wells in which other analytes of concern have historically been present.
Several locations within the facility were mentioned in Item 2. of the 12 March letter. Among these were the
paint booth area. You asked Wendy what the concern was for that area, and she replied that solvents have been
found in ground water, and that this may have been a point of origin for solvents. You asked her what scope
of work she had in mind, and an agreement was then reached that Mr. Robert Mercer of Western Farm Service
would be interviewed regarding practices in that area, and also that the soil adjacent to the concrete slab would
be examined for evidence of staining or discoloration. If Mr. Mercer's recollections did not raise concerns,
and if the examination of the ground surface showed no evidence of contamination, Wendy indicated that no
further work would be required in this area after submittal of a letter report to this effect.
A second location listed in Item 2. of the 12 March letter was the drum storage area. You pointed out that the
area is covered and paved with concrete. Wendy indicated that we should treat this area in the same way the
paint booth area is to be treated, namely to interview Mr. Mercer and examine the surface soils. This area
should be included in the aforementioned letter report.
(916)933-1468
4911 W indplay Drive,Suite 4 EI Dorado Hills,California 95762 (916)933-3197 FAX
