1905 N. BROADWAY, ST•TON •
2
assessment. For either option, standard procedures approved by the Department of Toxic
Substances Control (DTSC) must be utilized. Because the Board does not have toxicologists on
staff, the risk assessment will be submitted to either DTSC or the Office of Environmental
Health Hazard Assessment (OEHHA) for review and approval by state toxicologists.
4. COMPLETE A FEASIBILITY STUDY AS DESCRIBED BY THE BASIN PLAN. The Basin Plan
requires that a discharger submit a "feasibility study of cleanup alternatives which compare
effectiveness, cost, and time to achieve cleanup levels..." The Remedial Alternatives report did
not contain enough detail to be considered a feasibility study, and must be rewritten at a much
greater level of detail (see my comments in the enclosed memo).
5. COMPLETE ANY AQUIFER TESTS, BENCH TESTS, OR PILOT STUDIES NECESSARY TO DESIGN
GROUNDWATER REMEDIATION. The actual tests which are necessary will be determined through
the feasibility study.
6. COMPLETE ADDITIONAL SOIL REMEDIATION. This step would be dependant upon the results
of the soil characterization.
After you have had a chance to review this information, I would like agree upon a schedule for
completion of each of the above steps. Please contact me by 10 April 1997 to inform me whether
you will be responding by letter or wish to schedule a meeting to discuss these issues.
I can be reached at (916) 255-3104.
WENDY W LS
Agricultural Unit
Enclosures
cc+ enc: Mr. Jan Wagoner, Unocal, West Sacramento
Mr. John Rapp, Sierra Pacific Groundwater Consultants, El Dorado Hills
Ms. Nancy Bishop, Western Farm Service, Lafayette
Mr. Mike Infurna, San Joaquin County Environmental Health, Stockton
