Because the Board does not have toxicologists on <br /> staff, the risk assessment will be submitted to either DTSC or the Office of Environmental <br /> Health Hazard Assessment (OEHHA) for review and approval by state toxicologists. <br /> 4. COMPLETE A FEASIBILITY STUDY AS DESCRIBED BY THE BASIN PLAN. The Basin Plan <br /> requires that a discharger submit a "feasibility study of cleanup alternatives which compare <br /> effectiveness, cost, and time to achieve cleanup levels..." The Remedial Alternatives report did <br /> not contain enough detail to be considered a feasibility study, and must be rewritten at a much <br /> greater level of detail (see my comments in the enclosed memo). <br /> 5. COMPLETE ANY AQUIFER TESTS, BENCH TESTS, OR PILOT STUDIES NECESSARY TO DESIGN <br /> GROUNDWATER REMEDIATION. The actual tests which are necessary will be determined through <br /> the feasibility study. <br /> 6. COMPLETE ADDITIONAL SOIL REMEDIATION. This step would be dependant upon the results <br /> of the soil characterization. <br /> After you have had a chance to review this information, I would like agree upon a schedule for <br /> completion of each of the above steps.
