Page 14 <br /> Excerpts on Ground Waters and <br /> �Cleanup <br /> from the Water Quality Control Plan <br /> iii. feasibility study of cleanup alternatives which compare effectiveness,cost, and time <br /> to achieve cleanup levels. Cleanup levels covered by this study shall include,at a <br /> minimum,background levels,levels which meet all applicable water quality <br /> objectives and which do not pose significant risks to health or the environment, and <br /> an alternate cleanup level which is above background aevl lss an which also meets <br /> the requirements as specified in paragraphs g. ( ) ( <br /> g. Ground Water Cleanup Levels <br /> Ground water cleanup levels shall be established based on: <br /> i. background concentrations of individual pollutants, <br /> ii, applicable water quality objectives to protect designated beneficial uses of the water <br /> body, as listed in Chapters II and III; <br /> iii. concentrations which do not pose a significant risk to human health or the <br /> environment,considering risks from toxic constituents <br /> to be additive across all <br /> media of exposure and,in the absence of scientifically valid data to the contrary, <br /> additive for all constituents having similar toxicologic effects or having carcinogenic <br /> effects; and <br /> iv. technologic and economic feasibility of attaining background concentrations and of <br /> attaining concentrations lower than defined by(it) and(iii)above. <br /> Factors in(1)through(iv) above are used to establish ground water cleanup levels <br /> according to the following principles: <br /> V. Pursuant to 23 CCR Section 2550.4,the Regional Water Board establishes cleanup <br /> levels that are protective of human health,the environment and beneficial uses of <br /> waters of the state, as measured by compliance with(if) and(iii)above, and are <br /> equal to background concentrations if background levels are technologically and <br /> economically feasible to achieve. If background levels are infeasible to achieve, <br /> cleanup levels are set between background concentrations and concentrations that <br /> meet all criteria in{ii) and(iii) above. Within this concentration range,cleanup <br /> levels must be set at the lowest concentrations that are technologically and <br /> economically achievable. In no case are cleanup levels established below natural <br /> background concentrations. <br /> vi. Technologic feasibility is determined by assessing the availability of technologies <br /> which have been shown to be effective in reducing the concentrations of the <br /> constituents of concern to the established cleanup levels.Bench-scale and/or <br /> pilot-scale studies may be necessary to make this feasibility assessment in the <br /> context of constituent,hydrogeologic, and other site-specific factors. Economic <br /> feasibility does not refer to the subjective measurement of the ability of the <br />
