BROADWAY <br /> Enclosed is a draft Monitoring and Reporting Program (MRP) for the post-closure <br /> maintenance of the two caps which will be installed on the north and south ponds at 1905 N. <br /> Broadway. The MRP requires that (a) the monitoring wells be sampled on a quarterly or <br /> semiannual basis, (b) the cover system shall be inspected and maintained, and (c) the <br /> permanent monuments be resurveyed once every ten years. It also requires that certain <br /> reports be submitted to the Board. <br /> Because Western Farm Service is the landowner and current operator, they have been named <br /> in the Order in addition to Unocal. However, Western will only be required to perform the <br /> monitoring and reporting in the event that Unocal fails to comply. <br /> Please review the enclosed draft MRP, and submit any written comments to me by <br /> 30 October 1996.
