BROADWAY, SAN JOAQUIN
Crop Production Services (CPS) has been assessing the extent 1,2,3-trichloropropane (1,2,3-
TCP), ammonium, and other agricultural chemicals released from this agricultural chemical
distribution facility. These chemicals constitute a waste that has polluted the waters of the
State. A soil investigation conducted in March 2011 revealed the extent of 1,2,3-TCP in soil on-
site. Following the soil investigation, CPS installed additional monitoring wells in March 2012,
and proposed to submit a Treatability Study Workplan, to be followed with a Remedial Action
Plan.
On 15 April 2013, California Regional Water Quality Control Board, Central Valley Region
(Central Valley Water Board) received a proposed schedule via email from your consultant, Mr.
Todd Leonard at Rubik Environmental. The email stated that CPS intends to prepare a
Feasibility Study for remediation alternatives in lieu of a Treatability Study. The Feasibility
Study will review the feasibility, effectiveness, and relative costs of various technologies that
could be implemented at the CPS Stockton site. The Feasibility Study also needs to identify the
remedy that CPS intends to implement to cleanup and abate the effects of the releases from the
Stockton facility.
Therefore, Central Valley Water Board staff concur with the proposed schedule and look
forward to seeing the Feasibility Study and recommendations for treatment by 28 June 2013.
If you have any questions, you may contact me by telephone at (916) 464-4680 or by email at
Amy Terrell@ terboards.ca.gov.
AMY TERRELL
P.E.
Federal and Private Sites Cleanup Unit
cc: Mr. Nuel Henderson, San Joaquin County Environmental Health Dept., Stockton
Mr. Robert Jackson, Crop Production Services, Loveland CO
Mr. Todd Leonard, Rubik Environmental, Reno NV
KARL E.
