The Work Plan proposes extensive soil sampling on-site to determine if <br /> there are remaining source areas that could be contributing to groundwater pollution. <br /> California Regional Water Quality Control Board, Central Valley Region (Central Valley Water <br /> Board) staff conditionally concur with the Soil Investigation Work Plan. <br /> Work Plan Proposal <br /> The proposed soil sampling is to be conducted with Cone Penetrometer Testing (CPT), which <br /> can obtain a geophysical log of the borehole. Samples will be collected from five feet below <br /> ground surface (bgs), from 10 feet bgs and from 10-foot intervals thereafter until either 50 feet <br /> bgs is reached, or the limits of the CPT is reached. Sample analytes include 1,2- <br /> dichloropropane (1,2-DCP), 1,2,3-trichloropropane (1,2,3-TCP), 1,2-dibromoethane (EDB), <br /> 1,2-dibromo-3-chloropropane (DBCP), nitrate and ammonium. Sampling frequency is <br /> proposed as follows: <br /> Proposed Soil Sample Proposed Number of Borings <br /> Locations in each Location <br /> New tank farm _ _ 12 <br /> Containment area & proximity 8 <br /> Wash Rack 1 <br /> North pond & proximity 9 <br /> South pond & proximity 5 <br /> In addition, 15 of these borings will have selected samples analyzed for soil properties, such <br /> as bulk density, porosity, moisture content, permeability, organic carbon content, and pH. <br /> North and South Pond Caps <br /> In about 1995, the north and south ponds were excavated to a depth of about 3-4 feet, and in <br /> 1996, an engineered cap was established on each of the ponds to prevent surface water from <br /> infiltrating and mobilizing any remaining constituents. In the Work Plan, the north and south <br /> pond samples are proposed to be obtained by piercing through the engineered caps.
