These pollutants appear in the second and third water-bearing zones off-site, and
may be within the radius of influence of a nearby water supply well.
A pilot project evaluating zero-valent iron was initiated in November 2006. The pilot study was
implemented by Geosyntec Consultants. CPS has replaced Geosyntec Consultants with ATC
Associates.
In a 14 April 2010 telephone discussion between Mr. Dave Evans of ATC Associates and
California Regional Water Quality Control Board, Central Valley Region (Central Valley Water
Board) staff, ATC indicated that it would send a letter on CPS' behalf that would outline CPS'
strategy for remediation and a schedule for implementation. To date, Central Valley Water
Board staff have not received a letter or statement of intent. CPS needs to prepare and, upon
Central Valley Water Board staff concurrence, implement a remedial action plan to remove the
mass of contaminants in groundwater resulting from past practices at the facility.
By 27 August 2010, CPS must provide a letter describing what course of action Crop
Production Services intends to pursue to remove 1,2,3-TCP and 1,2-DCP from the
groundwater, and by 30 September 2010 provide a Remedial Action Plan and a schedule for
implementation.
CPS's failure to make progress towards cleanup of the groundwater will result in the
consideration of enforcement actions by the Central Valley Water Board against Crop
Production Services.
If you have any questions, you may contact me by telephone at (916) 464-4680 or by email at
ate rell@w terbirds.ca.gov.
r
I L1, I`
AMY TERRELL
Private Sites Cleanup Unit
California Environmental Protection Agency
ZaRecycled Paper
