' • AQUIFER TESTING WORK PA <br /> FORMER PUREGRO FACILITY <br /> ' 1905 NORTH BROADWAY AVENUE <br /> STOCKTON, CALIFORNIA <br /> SIERRA-PACIFIC PROJECT NO. 94-055.05 <br /> 1.0 INTRODUCTION <br /> In the mid-1980's,traces of 1,2-dichloropropane(aka propylene dichloride, 1,2-DCP, 1,2-D,and DCP) <br /> ' and other volatile halogenated hydrocarbon (halocarbon) compounds were detected in ground-water <br /> ' samples from east Stockton and other parts of the San Joaquin Valley. The State Water Resources <br /> Control Board(State Board)then focused its regulatory attention on agricultural-chemical distributors <br /> ' and manufacturers. After a brief Statewide investigation into potential industrial sources of halocarbon <br /> contamination,the Central Valley Region,California Regional Water Quality Control Board(RWQCB) <br /> requested that Union Oil Company of California(Unocal)take steps to define the extent of fertilizer and <br /> 1,2-DCP concentrations believed to be present in shallow ground water at a former PureGro Company <br /> ' (PureGro)facility located at 1905 North Broadway Avenue,Stockton,California. The north half of the <br /> Broadway Avenue site was once operated by Brea Agricultural Services,Inc. (Brea), so it is sometimes <br /> referred to as the PureGro/Brea facility. For this document,the site will be called the PureGro Stockton <br /> facility. <br /> i <br /> The PureGro Stockton facility is located in east Stockton, approximately one-quarter mile southwest <br /> of Highway 99 at Waterloo Road(Figure 1). The area is zoned for industrial-and residential-use. Prior <br /> to World War II, the area was mostly farmland, and a few small orchards still exist. Most of the <br /> ' structures in the area are small single-family dwellings which were constructed during the 1930s and late <br /> 1940s. Local businesses include a machine shop,mechanical contractor,trucking firm,farm supply,gas <br /> stations,a storage shed complex,and clay tile contractors. No elementary schools,churches,hospitals, <br /> or medical clinics are situated within 2000 feet of the facility (Figure 2). Gianone Park, which has a <br /> ' popular senior citizens recreation facility,is located about 1000 feet southwest of the PureGro Stockton <br /> ' site. <br /> The facility was purchased by Crop Production Service, Inc. (CPS) in about 1992. CPS (and the <br /> PureGro Stockton facility) were then purchased by Western Farm Services, Inc. (Western) in 1996. <br /> ' SIERRA-PACIFIC GROUP 1 <br />
