STATCO-DSI
PROCESS SYSTEMS
RECEIVED
October 23, 2018 QCT 2 201413
John Alaniz
ENVIRONh11'-N h;l, ilh.ALfl
San Joaquin Environmental Health Department DENAIO'NIENT
1868 Hazelton Avenue
Stockton, CA 95205-6232
RE: RETURN TO COMPLIANCE CERTIFICATION — STATCO ENGINEERING AND FABRICATORS, INC., CERS
ID# 10184505
John,
This letter's purpose is to inform you the items noted in your September 25, 2018 visit were addressed.
Item 101. The facility obtained a temporary EPA ID number to dispose of the waste oil noted in the March
2017 visit. The waste oil observed originated from a re-build project for a customer. Since that time the shop
has informed its customers their equipment/machinery must be drained of all oil prior to shop delivery.
Additionally, customers were informed delivery of their equipment/machinery will be rejected if found with oil.
Since this practice has ceased, the shop believes the activation of a permanent EPA ID number as not
applicable.
Item 102. The shop had its metal fines analyzed by a local State Certified Laboratory. The results for the
metal fines were 100% @ 120 microns via a Sieve 120 screen. Furthermore, the metal fines were analyzed
using EPA Method 6020/WET. The results of this analysis document the metal fines as below
organic/inorganic limit concentrations for hazardous waste. Accordingly, this analysis documents the metal
fines as non-hazardous waste per 22 CCR 66262.11. (See attached lab analysis with chain of custody).
Item 110. At time of your visit, the Uniform Hazardous Waste Manifest for the recycled waste oil was on-site.
Unfortunately, Steven Hipes, did not have access to the document as the Shop and Service Manager were off-
site. Mr. Hipes now has access to this file and knowledge of where applicable documentation is maintained.
(See attached manifest copy).
Following this cover letter is a signed Return to Compliance Certification Form.
If you have any questions about this information, please feel free to contact me.
Sincerely,
1
Cef Coles, Jr., CSHO, SSH
Process Safety Manager
