Construction Plan Approval Procedures For Food Facilities <br /> Pursuant to the California Health & Safety Code, Division 104, Environmental Health, Part 7, California <br /> Retail Food Code (CRFC), Section'!14380, a plan approval must be obtained from the San Joaquin County <br /> Environmental Health Department(EHD)before constructing or remodeling any building for use as a food <br /> facility. Remodel of a food facility means construction, building,enlarging, altering, converting or repairing <br /> that requires a permit from the local building authority. The following procedures are required to process <br /> and approve food facility plans as well as to obtain final approval to open for business: <br /> 1. The plans must include sufficient information to demonstrate compliance with the "Minimum <br /> Requirements for Food Facility Plans." (see page 6) <br /> 2. Plans may be prepared by an architect, draftsman, designer, contractor, or owner. All plans must be <br /> drawn in a concise, detailed, and professional manner. Inadequate plans will be rejected. <br /> 3. A minimum of three (3) sets of detailed plans and specifications must be submitted and a food <br /> construction plan application form completed and required plan check fees of $375 (three-hour <br /> minimum). All overtime review shall be charged the hourly rate calculated at one and one half times, <br /> with a one hour minimum ($187.50 per hour). <br /> 4. Upon approval, two (2)sets of plans are to be submitted to the building department, and the third set <br /> will be kept on file by the EHD until construction has been completed. An approved set of plans must <br /> be maintained at the construction site until the final inspection has been made. <br /> 5. Before commencing construction, approvals must be obtained from the EHD, local building authority <br /> and other appropriate agencies. Building permits for food facilities are not to be issued until plan <br /> approval has been obtained from the local health department. <br /> 6. If any changes on the approved plans are desired, revised plans shall be submitted for review and <br /> approval prior to construction. Additional fees shall be required for review of revised plans at a charge <br /> of$125 per hour (one-hour minimum). <br /> 7. All construction and equipment installation shall be subject to a field inspection. The food facility shall <br /> not open for business until final approval is obtained from the EHD and a valid Health Permit is issued. <br /> Call (209)468-3420 for inspections or appointment(s). <br /> 8. Approval of the plans shall become null and void if the work authorized is not commenced within 180 <br /> days from the date of approval, or if the work authorized by such plans is abandoned.
