January 10, 2008 <br /> To: Kasey Foley <br /> From: Muniappa Naidu <br /> Re: Disabling mechanical overfill at Loves Country Store, 1553 Colony Drive, Ripon. <br /> I was at the above site to witness a drop tube replacement on December 7, 2008 at 10:00 <br /> am. I met with Larry Williams of Alpha Petroleum Service, Inc. I asked him if he had a <br /> tank chart and he said no. That started a big effort to find a tank chart by the manager <br /> and crew of Loves Country Store. The truck driver that drops fuel for this facility was <br /> also helping. The tank chart could not be located thus it was decided that the drop tube <br /> replacement would be performed another day. <br /> During the conversation the truck driver, who is an employee of Loves county store, <br /> asked us what we were doing. I informed him that the service technician was replacing <br /> the drop tube. The technician informed me that the mechanical flapper was set at <br /> approximately 85% and they need it at 95%. The truck driver mentioned that he uses the <br /> tank stick when filling the underground storage tanks. I told him that he should not do <br /> that. He said everybody does. I said everybody doesn't do that and if he was using a <br /> stick to override the mechanical overfill, he should immediately stop. He said he lied <br /> than left. <br /> I reminded the service technician that he would be my witness for this incident if it went <br /> any further. The tech nodded and asked "why would he say something like that?" <br /> I left the facility at 11:30 am <br />
