In determining whether a violation is <br /> chronic or a violator is recalcitrant, the local agency shall consider whether there is evidence indicating that the <br /> violator has engaged in a pattern of neglect or disregard with respect to any requirement in Title 23 (not including <br /> corrective action). <br /> 1)The 87-octane line leak detector failed to detect a leak when tested on 6-8-2016. All line leak detectors shall be <br /> capable of detecting a 3-gallon per hour leak at 10 psi. EHD required you to immediately have a properly licensed, <br /> trained,and certified contractor repair or replace the failed leak detector(LG 113-x listed,if applicable)and obtain a <br /> permit within one business day from the EHD.
