M. Scott Mansholt "' - 3 - '"W" 8 March 2005
. ChevronTexaco
Pombo Property
obtained from several locations where access was available. TPH-d ranged from ND at two downgradient
locations to 86 gg/L to 370 gg/L; BTEX compounds were not detected. Phenanthrene at 0.4 µg/L was the
only PAH detected.
A well survey for domestic, irrigation, or municipal supply wells within two thousand feet of the project
revealed that nine private wells were identified; six were identified as domestic supply; one was listed as
an industrial supply well, and two were listed as unknown. Four are located between 400 and 2,000 feet
upgradient; four are crossgradient, and the industrial well is downgradient and the location is not
specified. Review of Department of Water Resources well completion records indicate that with one
exception, the wells were completed with greater than 50-foot sanitary surface seals. A well,
approximately 1,500 feet crossgradient, has a listed seal of 12 feet. Three crossgradient wells have
unspecified seal depths. These surface seals extend below the shallow groundwater that occurs at this
site. Considering the depths of the sanitary seals coupled with the distance from the project site,
dissolved petroleum constituents likely will not affect these water supply wells.
Regional Board staff concurs that the lateral and vertical extent of soil impacted by petroleum
hydrocarbons has been adequately characterized. We also concur that the groundwater plume has been
adequately delineated off-site(downgradient), appears to be limited in extent, is stable, and meets the
criteria for closure in accordance with the draft Regional Board"Low Risk Criteria", Appendix B—No
Further Action Requests (1996, updated September 2001).
Provided the information your consultant(s) submitted was accurate and representative,no further action is
needed at the above-referenced property. Nothing in this determination is intended or shall be construed to
limit or preclude the Regional Board or any other agency from taking any further action if new information
related to the OVP reveals that additional assessment is warranted.
By 15 June 2005,please submit a No Further Action request for the Pombo property, including technical
information, maps, etc., in support of the site closure request. Additionally, as suggested by DTSC,
include documentation that a non-residential deed restriction has been properly recorded for the site.
If you have any questions or comments, please contact Dean Hubbard at (559) 445-5179.
SHELTON R.
