Box 6012 <br /> San Ramon, CA 94583 <br /> REVIEW OF WORKPLAN - POMBO PROPERTY, TRACY, SAN JOAQUIN COUNTY <br /> We have reviewed the above referenced workplan, dated 31 July 2003, for the ChevronTexaco Old Valley <br /> Pipeline (OVP) project at the Pombo property in Tracy, San Joaquin County. We have the following <br /> comments: <br /> 1) Groundwater samples need to be collected when borings are approximately two feet below <br /> groundwater. Samples need to be analyzed for the petroleum hydrocarbons constituents of concern <br /> associated with the site. <br /> 2) The downgradient extent of petroleum hydrocarbons in groundwater along the West Side Irrigation <br /> District (WSID) easement has not been delineated. Groundwater grab samples previously collected from <br /> borings GMX-25, GMX-30, GMX-31, and GMX-33 reported TPHd concentrations (without silica gel), <br /> of 86, 300, 560, and 140 pg/L, respectively. Additional borings and groundwater samples are needed on <br /> either side of GMX-25, to the west of GMX-31, and to the east of GMX-33. <br /> 3) Please include on the report site map, the approximate footprint of the percolation/retention pond <br /> previously excavated at the site in 2001. <br /> A 5 August 2002 Department of Toxic Substances Control (DTSC) memorandum to ChevronTexaco, <br /> stated that the current land use is acceptable within the risk range (discussed in the DTSC memorandum: <br /> The Revised Health Risk Assessment, dated 11 July 2002), provided a land use covenant (deed restriction) <br /> is recorded for the site. Further, that risk range would be unacceptable should the current land use <br /> designation be changed from commercial to residential or unrestricted which would require further risk <br /> characterization.
