This report documents a Geomatrix <br /> Consultants, Inc. (Geomatrix) April 2001 evaluation of the potential impact from two storm <br /> water percolation/retention.ponds that Regency Centers (Regency), the property developer, plans <br /> to construct on the subject properties. Chevron requests that the Regional Board review the <br /> subject report as soon as possible. Chevron and Regency are available to meet with Regional A <br /> Board staff to review the findings of this report and the planned pond construction. It is <br /> Chevron's understanding that Regency plans tq start construction of the ponds during the week of <br /> May 14, 2001. <br /> Chevron has performed environmental investigation activities at the Pombo and Ridgeway <br /> (former Burns) properties. These activities were documented in reports which were transmitted <br /> to your office in February 2001. <br /> Based on the results of the April 2001 evaluation, Regency intends to modify their <br /> percolation/retention pond design to excavate petroleum-affected soil within the pond footprint <br /> on the Pombo property and to install a barrier over the remaining in-place affected soil to <br /> minimize effects of dissolved-phase constituents within the shallow aquifer zone. Regency <br /> intends to reuse the excavated petroleum-affected soil beneath paved in-fill areas of the <br />. P P , <br /> Ridgeway property development; soil reuse will be performed as outlined in the Soil <br /> Management Plan (enclosed). <br /> In order to facilitate your staff's review of the subject document, Chevron herein approves the <br /> use of the Bruns Property cost recovery account for your staff's review time for this site. <br />
