No. 906-123
June 30, 1999
San Joaquin County Public Health Services
Environmental Health Division
304 East Weber Avenue
Stockton, California 95202 c
Attention: Mr. Michael Infurna
Subject: Byron Road between Corral Hollow Road and West 11`h Street -
Tracy, California —
WORKPLAN FOR CHEVRON RIGHT-OF-WAY RELOCAT6N SOIL
SAMPLING
Dear Mr. Infurna:
Earth Systems Consultants Northern California (ESCNC) is submitting this workplan on behalf
of MacKenzie/Ridgeway Partnership (MRP) and Pombo Real Estate (PRE) to collect soil
samples along Byron Road between Corral Hollow Road and West 11`h Street in Tracy,
California (Figure 1). The samples are being requested by Chevron Pipe Line (CPL) to facilitate
the transferal of the CPL right-of-way to the property owners along the southern boundary of the
right-of-way (easment), MRP and PRE.
Currently, there are two CPL right-of-ways that run parallel to Byron Road. One right-of-way is
on the northern side of Byron Road and is currently used for an underground fuel pipeline. The
second right-of-way is on the southern side of Byron Road, and does not contain any
underground pipelines. Prior to CPL transferring the right-of-way, they require initial soil
analyses to determine whether the southern right-of-way has been affected by the active pipeline.
Therefore, ESCNC has been retained by MRP and PRE to conduct the soil sampling between the
right-of-ways as required by CPL.
The scope of work includes drilling soil borings along the centerline of Byron Road between
Corral Hollow Road and West I I" Street at 200-foot intervals (Figure 2). Altogether, there will
be 10 borings. The soil samples will be collected in the vadose zone or capillary fringe at a
depth of less than 10 feet, dependent on depth to groundwater. CPL personnel will also be onsite
to witness the sample collection.
Prior to any subsurface work, ESCNC will submit a boring application, along with the
appropriate encroachment permit from the City of Tracy, and notify Underground Service Alert.
ESCNC will supervise a C57 licensed drilling company to advance the soil borings. The drilling
equipment will be steam cleaned between borings, and the rinsate water will be stored in 55-
