A <br /> Addenciurl to Find Oh Plan <br /> 1399 E Yosemite Avenue,MarrteM Califomia <br /> It is well known by regulatory and technical experts that achieving remediation levels this <br /> low is generally technically and economically infeasible. In fact, according to the LUFT <br /> manual: 'Typically, due to the lack of established scientific and technical knowledge, <br /> along with limited resources available to the property owner and local, state, and federal <br /> government agencies, most cleanup actions cannot achieve a 'zero' contamination level." <br /> Based on our own experience, as well as numerous published case studies, Aegis <br /> believes the following cleanup levels proposed in the FRP are more realistic: <br /> Constituent Groundwater Soil <br /> Benzene 1.0 ppb 2.5 ppm <br /> Toluene 2,000 ppb 2.5 ppm <br /> Ethylbenzene 680 ppb 2.5 ppm <br /> Total Xylenes 440 ppb 2.5 ppm <br /> NOTE: ppm - Paris-per million. <br /> In particular, the groundwater concentrations proposed correspond to state and federal <br /> drinking water standards. <br /> Nonetheless, Aegis will try to attain the cleanup levels proposed by the SJCEHD, <br /> reserving the right to make technical, economic, or health-based arguments for higher <br /> levels after additional data has been collected from operation of the remediation system. <br /> Presently, there is a Remediation Systems, Inc., Spray Aeration Vacuum Extraction <br /> (S.A.V.E.) groundwater air-stripping and soil vapor extraction remediation unit on site. <br /> Final hookup of the system will proceed after obtaining approval from the Manteca Public <br /> Works Department for the installation of a natural gas line to the unit. This step is <br /> necessary to initiate the process of applying for a permit to operate from the San Joaquin <br /> Unified Air Pollution Control District. With your approval of this addendum and submittal <br /> for public review, Aegis will be able to obtain approval from the Public Works Department <br /> and proceed with permitting and eventual operation of the system. <br /> Regarding the April 30, 1992, well installation workplan, Aegis has obtained all necessary <br /> well permits and is planning installation preceeding remodeling of the service station. <br /> 90-098A.FRP 2 <br />
