PUBLIC' HEALTH SERVICES
SAN JOAQUIN COUNTY a '<
JOG]KHANNA]Nt.D.Nt.P H.
Heald'i Officer p
P.O. Box 2009 a (1601 East Hazelton Avenue) • Stockton, California 95201
-0 6*
(209)468-3400
JERRY MOORE
LCILO) pfJAN231992
MOORE PETROLEUM
P o Box 67
BANTA CA 95340
RE: Frank's Exxon 12 IN REPLY REFER TO SITE CODE: 1464
1399 E. Yosemite
Manteca, CA
San Joaquin County Public Health Services, Environmental Health
Division has reviewed the "Problem Assessment Report" dated
November 12, 1991 and the "Proposed Abandonment of Groundwater
Monitoring Well" work plan dated December 26, 1991 prepared by
Aegis Environmental, Inc.
We concur with the assessment that the soil beneath the site
contains BTEX and gasoline with the highest concentrations at
depth of 15 and 20 feet below ground surface in the area of the
former tank locations.
The concentrations of contaminants in monitoring well one have
increased each time the well has been redrilled and a larger
cased monitoring well installed (1A and now 1B) .
We agree that vapor/groundwater extraction and treatment is a
viable remedial alternative to be investigated.
In order to properly design a groundwater extraction system the
extent of the plume of contaminated ground water to the east of
the former tank location should be physically defined by
installing a monitoring well east of monitoring well 1B.
With the destruction of monitoring well #3 there will be no
monitoring well northwest of the former tank location. In Aegis
April and June 1991 quarterly reports the gradient was stated to
be west to northwest and the "Groundwater Elevation Contour Maps"
show monitoring well #3 to be the downgradient well. Monitoring
well #4 is 75 feet west of the former tank location. If
monitoring well #3 is destroyed it should be replaced with
another monitoring well northwest of and close to the former tank
location. Please consider this when planning the new building.
A Division of San Joaquin County Health Care Services
