Gerald.Djuth@waterboards.ca.gov Subject: RE: 11022 West Howard Road, Stockton Notification Letter Team: GHD first tried to get a permit to continue the investigation into this release of transformer oils related to vandalism back on March 291h. It's now May 9th and no permit has been issued. In the interim for all we know contamination that was only confirmed to be in the soils may have now migrated into groundwater simply because we could not get permission to investigate this release and potentially remove the contamination while it was limited to soils. The longer this stays in the environment the further it could potentially migrate,thereby increasing the impact to the environment and the costs to TUSD. In the interim,TUSD cannot move forward without risk of violating the county ordinance, so their hands are effectively tied. Would it be possible for me to discuss this with someone so we can please keep this permit moving forward and get this relatively minor project wrapped up in a timely fashion?
