COSTCO ATTENDANT CLEANED SPILL FROM PAVEMENT, GENERATED ONE <br /> 55-GAL DRUM OF HAZARDOUS ABSORBENT&BOOM. PATRIOT ENVIRONMENTAL SERVICES CLEANED STORM <br /> DRAIN, GENERATED ONE 55-GAL DRUM OF LIQUID WASTE PENDING ANALYTICAL. <br /> OBSERVATIONS: <br /> A quarter gallon of Gasoline spilled out of dispenser#4 due to a human error and impacted the pavement and the Strom <br /> drain. Costco reported the spill to their consultant, Verisk 3-E Company on 09/22/2018, and Verisk 3-E reported the spill to <br /> EHD on 09/24/2018. Costco attendant cleaned-up the pavement, and stored the waste into a 55 gallon waste absorbent <br /> drum. Patriot Environmental cleaned-up the storm drain basin, and generated 55 gallon drum of liquid waste. Both drums <br /> are stored onsite. Per Charlie Morris, Costco Asst. Manager,the spill did not leave the storm drain basin, and storm drain <br /> flows to an oil water separator.Absorbent Boom was placed inside the pipe that flows from the storm drain to the oil water <br /> separator, and it showed no sign of residue or contamination. City of Stockton were onsite, and verified that the spill did not <br /> impacted the adjacent storm drain. <br /> VIOLATIONS: <br /> • Discharge of any waste, including sewage <br /> (CA Health and Safety Code 5411) <br /> • Discharge of waste or sewage to water or within 150 ft. of waterway <br /> (SJC Ordinance Code Sections 9-1125.3, 9-1125.4) <br /> • Improper disposal of a hazardous waste <br /> (CA Health and Safety Code 25189.5) <br /> 11 Permitting or Maintaining a Nuisance <br /> (SJC Ordinance Code Section 8-5100) <br /> • Other Violation <br /> Facility failed to notify SJC EHD of the spill immediately. The spill occurred on 09/22/2018, and SJC EHD was notified <br /> on 09/24/2018. <br /> ORRECTIVE ACTIONS/ORDER: <br /> • Investigate and abate contamination under the oversite of the appropriate lead agency. <br /> • Submit copies of hazardous waste manifests/disposal records to the EHD. <br /> Within 30 days. <br /> • Other Correction <br /> Any"Waste"discharged, or where it is, or probably will be, in or on any waters of the state, or in any manner which <br /> results in contamination, pollution , or a nuisance shall be reported immediately.
