Cbsno <br /> MIRM LESAIE <br /> October 5,2018 <br /> Haza Saeed, REHS <br /> San Joaquin County EHD <br /> 1868 Hazelton Avenue, <br /> Stockton,CA 95205 <br /> Dear Inspector Saeed, <br /> Thank you for your visit to our location on September 25, 2018. During your visit,you brought a few items to our <br /> attention. We have noted each issue below with our plan to address them. <br /> Item 1: California Health and Safety Code 5411:Discharge of any waste,including waste. <br /> Corrective Action/Response:The gasoline which was discharged from dispenser 4-nozzle handle onto the <br /> pavement has been cleaned and contained. The spill was cleaned by our attendant Marcos Banaag with <br /> FM-186,absorbent,and a boom.The additional run-off spilled into a catch basin never reaching the actual <br /> storm drain. The storm drain piping within the catch basin was plugged with an absorbent boom and pad <br /> by the Assistant General Manager (AGM) Charle Morris and was then cleaned by Patriot Environmental <br /> Services. The City of Stockton(details noted in response re:Item 3,below)stormwater division verified the <br /> spill did not leave the catch basin,nor did it reach the waterways. <br /> Item 2: SJC Ordinance Code Sections(9-1125.3,9-1125.4):Discharge of any waste or sewage to water or within <br /> 150 ft of waterway. <br /> Corrective Action / Response: The gasoline spill which occurred on 9/22/18 was due to human error. <br /> Approximately''/,of a gallon was spilled onto the pavement,our gas attendant immediately cleaned the <br /> spill with absorbent pads and a boom.A third party vendor Patriot Environmental Services cleaned the <br /> catch basin. <br /> Item 3: California Health and Safety Code 25189.5:Improper disposal of a hazardous waste. <br /> Corrective Action / Response: On September 22, 2018, it had not been determined by the AGM (Charle <br /> Morris) the amount of gasoline which had reached the catch basin due to ground water run-off from <br /> landscaping(which was already within the catch basin). <br /> However; this matter was investigated during an inspection with the City of Stockton/Stormwater Team <br /> (COSST). Inspector Akin Fayehuna determined the gasoline spill did not leave the storm drain catch basin <br /> and showed no sign of residue or contamination. Assistant General Manager Charle Morris verified with <br /> San Joaquin County Inspector, Haza Saeed that Costco would be in compliance if we sent the drum as <br /> Hazwaste pending manifest to SJC EHD. The inspector agreed. The 55-gallon drum had approximately 15 <br /> gallons of liquid in the drum. <br /> As per California Health and Safety Code,Chapter 6.5,Section 25189.5 the drum was labeled as hazardous <br /> waste on September 25, 2018. It was picked up by a licensed hauler Patriot Environmental Services, EPA <br />
