Weber Street, Third Floor <br /> Stockton, California 95202 <br /> Subject: Limited Subsurface Investigation at ISE Labs Inc., 400, 544, and 560 Industrial <br /> Park Drive, Manteca, California <br /> Dear Ms Lagorio: <br /> ATC Associates Inc., on behalf of ISE Labs Inc., has prepared this document to serve as a <br /> workplan for a limited subsurface investigation at the above referenced site. It is our <br /> understanding that to complete the proposed work, San Joaquin County Public Health Services, <br /> Environmental Health Division (PHS/EHD) requires, as a condition of soil boring permits, that a <br /> site be placed under the Environmental Assessment Review Process. A completed Site Mitigation <br /> Acknowledgment/Request for Services form has been completed and is included as Attachment 1. <br /> Furthermore, it is our understanding that the Environmental Review Process has been developed <br /> by PHS/EHD in order to provide guidelines to expedite the issuance of permits and to expedite <br /> field activities. Please note that in order to achieve an imposed deadline for a bank loan that <br /> drilling activities have been tentatively scheduled for November 23, 1998. Priority review request <br /> documentation, and associated review fee, is included in Attachment 1. <br /> BACKGROUND <br /> The site is located at 400, 544, and 560 Industrial Park Drive in Manteca, in the southwestern <br /> quarter of Section 4, Township 2 South, Range 7 East, San Joaquin County, California (See <br /> Figure 1). The site is presently occupied by ISE Labs Inc. (ISE Labs) and is utilized as a <br /> semiconductor manufacturing facility. It is bounded on the north by Industrial Park Drive; and on <br /> the east, south, and west by Vanderbilt Circle (see Figure 2, Site and Surrounding Properties <br /> Map). <br /> The site consists of three parcels (Assessor Parcel Nos. [APNs] 221-19-46, 221-19-43, and 221- <br /> 19-48) which occupy a total of 11.2 acres. The subject parcels include the following street <br /> addresses: 400 Industrial Park Drive (APN No. 221-19-48); in addition to 544 and 560 Industrial <br /> Park Drive (APN No. 221-19-43).
