A copy of each bill of <br /> lading must be kept on site for at least three years. Immediately locate a copy of all bills of lading for used oil filters <br /> for the last three years, maintain them on site, and submit copies to the EHD. <br /> Crystal Blue Environmental Invoice 2016 showed one full drum of crushed oil filters being picked up. There was no <br /> date observed on the document. Per 22 CCR 66266.130(c)(5), bills of lading must indicate generator,transporter, <br /> and receiving company names, addresses,telephone numbers,the quantity and size of used oil filter containers <br /> transferred, and the date of transfer. Make sure that all future bills of lading contain the correct information. <br /> One black 55 gallon drum containing used oil filters was observed without a label. All used oil filters shall be drained <br /> of free-flowing oil, stored in a closed, rainproof container, labeled as"drained used oil filters,"and marked with an <br /> accumulation start date. Immediately label the containers and ensure that all used oil filters are managed in this <br /> way. <br /> There was no accumulation date on the used oil filters and there were no bills of ladings with dates on them for <br /> review. Facilities that generate up to one ton of used oil filters per year may store the filters up to one year. <br /> Facilities that generate one ton or more of used oil filters may store the filters for up to 180 days. Immediately <br /> recycle these filters under a bill of lading and submit a copy of the bill of lading to the EHD or provide bills of lading <br /> showing that the used oil filters on site was accumulated less than one year ago. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by February 2, 2019. <br /> Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152).
