The following is an itemized list of hazardous waste violations that have not been <br /> addressed for C. ANGELS AUTO REPAIR as of March 20, 2019. <br /> Open violations from September 14, 2018 inspection <br /> Violation #301 - Facility not maintained to minimize the release of a hazardous waste. <br /> In the shop, staining on the ground and a pan full of used oil was observed next to a lift that had broken. The lift <br /> was not leaking at the time of inspection. <br /> Dark oily staining was observed on the dirt in the back lot from leaking car parts. <br /> A pool of dark liquid was observed near the shop entrance next to the hazardous waste drums. <br /> Facilities shall be maintained and operated to minimize the possibility of a fire, explosion, or release of hazardous <br /> waste to air, soil, or surface water which could threaten human health or the environment Immediately fix the leak , <br /> and manage the waste according to Title 22 hazardous waste regulations. Submit a statement and supporting <br /> documentation explaining how this waste was managed. <br /> Violation#303 - Failed to maintain all communication or alarm systems, spill control, or decontamination <br /> equipment. <br /> Used oil was observed in the secondary containment. The containment was approximately 1/6th full. All facility <br /> communications or alarm systems, fire protection equipment, spill control equipment, and decontamination <br /> equipment, where required, shall be tested and maintained as necessary to assure its proper operation in time of <br /> emergency. Immediately begin this practice. <br /> Violation#601 -Stored hazardous waste onsite greater than 180 days. <br /> The following containers were observed in the shop without an accumulation start date: <br /> -One black 55 gallon plastic drum containing antifreeze (quarter full) <br /> -Two black 55 gallon steel drums containing used oil (one 3/4 full, one 1/2 full) <br /> Facilities who generate less than 1000 kg of hazardous waste per month and do not exceed 6000 kg of waste <br /> stored on site at any time may store waste on site up to 180 days. Since it cannot be determined how long the <br /> hazardous waste has been on site, immediately contact a licensed hazardous waste hauler to dispose of this waste <br /> under manifest. Submit a copy of the manifest to the EHD within 30 days or a disposal receipt for the waste showing <br /> that the waste was not 180 days old. <br /> Violation #605 - Failed to completely label containers or portable tanks of hazardous waste. <br /> In the shop area: <br /> -One black 55 gallon plastic drum containing antifreeze was observed without a hazardous waste label. <br /> -Two black 55 gallon steel drums containing used oil were observed with a hazardous waste label missing: the <br /> hazardous properties, physical properties, accumulation start date, the words"hazardous waste," and the name and <br /> address of the generator. <br /> -One blue and one black 55 gallon steel drum containing used paper and metal oil filters were observed with a <br /> hazardous waste label missing: the hazardous properties, physical properties, accumulation start date, the words <br /> "hazardous waste," and the name and address of the generator. <br /> All hazardous waste containers shall be marked with the following information: <br /> -the words"Hazardous Waste" <br /> - name and address of generator <br /> - hazardous properties <br /> - physical state <br /> -composition (contents) <br /> - accumulation start date <br /> Immediately label these containers and ensure that all hazardous waste containers are marked with all the required <br /> information. <br /> Page 2 of 2 <br />
