S b N J 0 A Q U I N Environmental Health Department <br /> COUNTY <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> BANTA CARBONA IRRIGATION DISTRICT 3514 W LEHMAN RD, TRACY January 14, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 102 CCR 66262.11 Failed to determine if a waste is a hazardous waste. <br /> Metal fines generated in the shop are being disposed of in the trash per operator without first determining particle <br /> size or hazardous properties. Any person who generates a waste shall determine if the waste is a hazardous waste. <br /> Immediately stop disposing of metal fines, make a hazardous waste determination and manage it according to Title <br /> 22 hazardous waste regulations. Particles 100 microns or smaller must be handled as hazardous waste if the metal <br /> is determined to be a hazardous waste. Submit a statement and supporting documentation explaining how this <br /> waste was managed. <br /> This is a minor violation. <br /> 303 CCR 66262.34(d)(2) Failed to maintain all communication or alarm systems, spill control, or decontamination <br /> equipment. <br /> -One fire extinguisher located on the north wall of the shop was observed with the indicator pointed to recharge. <br /> -The secondary containment for the new oil drums in the shop was approximately 10%full with oily water. <br /> All facility communications or alarm systems,fire protection equipment, spill control equipment, and <br /> decontamination equipment,where required, shall be tested and maintained as necessary to assure its proper <br /> operation in time of emergency. Immediately begin this practice. <br /> This is a minor violation. <br /> 406 CCR 66261.7 Contaminated container not marked with date emptied or managed within one year of being emptied. <br /> Fifteen empty metal 55 gallon drums were observed in the wash rack area without the word"Empty"and the date <br /> emptied. Containers larger than five gallons that previously held a hazardous material shall be marked with the date <br /> they were emptied and managed within one year of being emptied. Immediately mark and manage all empty <br /> containers per this section. <br /> This is a minor violation. <br /> 601 CCR 66262.34(d)Stored hazardous waste onsite greater than 180 days. <br /> Facilities who generate less than 1000 kg of hazardous waste per month and do not exceed 6000 kg of waste <br /> stored on site at any time may store waste on site up to 180 days. One metal 55 gallon of used oil was observed in <br /> the shop without an accumulation start date. One 30 gallon plastic drum of used antifreeze was observed in the <br /> shop without accumulation start date. No diposal records were available for used oil and used antifreeze. Since it <br /> cannot be determined how long the hazardous waste has been on site, immediately contact a licensed hazardous <br /> waste hauler to dispose of this waste under manifest. Submit a copy of the manifest to the EHD within 30 days. <br /> This is a Class II violation. <br /> 608 CCR 66266.130 Failed to properly manage used oil and fuel filters. <br /> Two black metal 55 gallon drums of drained used oil filters were observed in the shop with accumulation start dates <br /> of 5/12/2011. Facilities that generate up to one ton of used oil filters per year may store the filters up to one year. <br /> Facilities that generate one ton or more of used oil filters may store the filters for up to 180 days.
