Hazardous <br /> waste generators shall retain copies of all manifests signed off by the disposal facility and all receipts used in a <br /> consolidated manifesting procedure on site for three years and have them readily available for review. Immediately <br /> locate a copy of all manifests and receipts for the last three years, maintain them on site, and submit copies to the <br /> EHD. <br /> Used oil was transported off site for disposal on without first preparing a hazardous waste manifest. Forklift <br /> maintenance is being performed by Pape and taken off site by them. Service receipt is incomplete and is missing <br /> the amounts of waste where the waste was generated and where the waste is being transported to.A generator <br /> shall prepare a Hazardous Waste Manifest on EPA Form 8700-22 prior to the transport of a hazardous waste for <br /> off-site transfer, treatment, storage or disposal. Ensure that a manifest is prepared each time hazardous waste is <br /> transported for off site transfer,treatment, storage or disposal or ensure that the service receipt contains complete <br /> information including the amounts of waste and where the waste was generated and where the waste is being <br /> transported to. <br /> This is a minor violation. <br /> 301 CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste. <br /> Used oil was observed on the top of two metal 55 gallon empty drums located outside the chemical storage shed. <br /> Facilities shall be maintained and operated to minimize the possibility of a fire, explosion,or release of hazardous <br /> waste to air, soil, or surface water which could threaten human health or the environment. Immediately clean up <br /> used oil, and manage according to Title 22 hazardous waste regulations. Submit a statement and supporting <br /> documentation explaining how this waste was managed. <br /> This is a minor violation. <br /> 406 CCR 66261.7 Contaminated container not marked with date emptied or managed within one year of being emptied. <br /> Four metal 55 gallon empty drums were observed outside the chemical storage shed not marked with the work <br /> "Empty"and the date it became empty. Containers larger than five gallons that previously held a hazardous <br /> material shall be marked with the date they were emptied and managed within one year of being emptied. <br /> Immediately mark and manage all empty containers per this section. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by February 14, 2019. <br /> Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152).
