Thank you,
Cesar Ruvalcaba
San Joaquin County Environmental Health Department
Environmental Health Specialist
1868 East Hazelton Ave
Stockton, CA 95205
2 (209) 953-6213 A (209) 464-01381 2 cruvalcaba@sicehd.com W
W
OWN`_ SAN dOAQUIN COUNTY—Greatness 9nows here.
From: Cesar Ruvalcaba [EH]
Sent:Thursday,January 17, 2019 8:58 AM
To: 'Paul Ferroni' <Paul.Ferroni@stocktonca.gov>
Subject: RE: SPCC/APSA inspection -2500 Navy Dr. - PR0527882
Paul,
The example checklists provided focus on hazardous waste issues and requirements. The SPCC plan should have a
checklist that focuses more on the condition of the storage tanks. I am attaching the Steel Tank Institute's (STI) SP-001
inspection checklists. These checklist can be used to meet the requirements for inspections of the storage tanks
regulated under APSA. There is a monthly and annual checklist and any tank in the SPCC plan would need to be
inspected. There is also a monthly inspection checklist for portable containers, such as 55 gallon drums. If the facility
does not have a record of inspections as described in the SPCC plan, in your return to compliance make a statement that
would assure the department that inspections will be conducted as per the SPCC plan. Same would go for violation 715
which is for not testing liquid level sensing devices to ensure proper operation.
Once the training on the SPCC plan has been given to oil-handling personnel, submit the sign in sheet.
Submit the complete "Return to Compliance Certification" form along with corrective statements for the violations.
Let me know if you have any questions.
FREE classes presented by NES Inc. are available to all San Joaquin County Hazardous Waste, Underground Storage Tank,
and Aboveground Petroleum Storage Facility Business Owners and Operators. List and schedule of classes can be found
here.
Thank you,
Cesar Ruvalcaba
San Joaquin County Environmental Health Department
Environmental Health Specialist
1868 East Hazelton Ave
Stockton, CA 95205
(209) 953-62131 A (209) 464-01381 2 cruvalcaba@slcehd.com g
r
-`° SAN -J 0 A 0 U I N
— COUNTY—
Greatness gnows her-,,.
2
