Violation#201 <br /> The SPCC plan is in the process of being revised by a professional engineer at Stratus Environmental. <br /> When completed, it will be certified by a professional engineer. While the revised SPCC plan is nearly <br /> complete, it will take another 30-60 days for the engineer to certify it due to the construction involved <br /> for the secondary containment. <br /> Violation#203 <br /> The drain valves have been locked. <br /> Violation#603 <br /> As part of the revised SPCC plan, a new facility diagram will be completed to address the identified <br /> shortfalls. <br /> Violation#604 <br /> Oil storage drums have been removed. No other mobile or portable containers are stored at the site. <br /> Violation#607 <br /> The pipe trench has been and will be inspected for discharge during the monthly inspections and <br /> recorded on the SPCC inspection form. Response and cleanup will be addressed in the revised SPCC <br /> plan. <br /> Violation#706 <br /> The secondary containment wall is in the process of being raised 8 inches to provide sufficient capacity <br /> for the entire capacity of the two manifolded 10,000-gallon tanks, and provide sufficient freeboard for a <br /> 2S year, 24 hour precipitation event.This will be completed prior to the revised SPCC plan certification. <br /> We have suffered a delay in the construction while we work out an agreement with the owner of the <br /> land and the tanks—Vernon Trucking. It is our understanding that as the lessee of the property, the <br /> lessor,Vernon is responsible for maintaining its tanks and the compliance that goes with it. While we <br /> have informed Vernon that we will be responsible for scheduling the construction of the wall, we are <br /> working on payment reimbursement.The wall will be constructed within 60 days. <br /> Violation#710 <br /> There is no record of a formal external inspection.The tanks will undergo a formal external inspection <br /> by a STI SP001 certified inspector within the next 30 days, and every 20 years thereafter in accordance <br /> with STI SP001. Visual inspections will also be conducted monthly and recorded on the SPCC inspection <br /> form. As noted above, we are working out the monetary challenges involved since we are leasing the <br /> property from Vernon. <br /> Violation#714 <br /> High liquid level alarm is operable. In addition,the tanks are equipped with overfill prevention valves <br /> which satisfies this requirement. <br />
