Hazelton Avenue <br /> Stockton, CA 95205 <br /> Copy via Email: cesar.ruvalcaba(a)sicehd.com <br /> RE: Aboveground Petroleum Storage Act Inspection Report <br /> Mr. Ruvalcaba: <br /> Upon review of the above ground petroleum storage inspection report conducted on <br /> January 10, 2019 at CDCR-California Health Care Facility (CHCF), Stockton; the <br /> following corrective actions were taken or will be taken for each violation. <br /> • Item #301 regarding a minor violation of CFR 11.5(a) Failure to amend Plan as <br /> necessary. <br /> o We have been in contact with Matt Weber, civil engineer with GHD, Inc <br /> out of Sacramento, California who we have contracted to amend our Spill <br /> Prevention Control and Countermeasure (SPCC) Plan. The inclusion of <br /> the permanently manifolded tanks should be added to our revised plan on <br /> page three (3) under Section 3.2 Petroleum Products on Site. <br /> • Item #618 regarding a Class II violation of CFR 112.7(e), 112.8(c)(6) Failure to <br /> keep records of procedures, inspections, or integrity tests for three years. <br /> o Attached, please find our amended Monthly AST System Inspection <br /> Checklist which now shows the additional 500 gallon diesel and 132 gallon <br /> diesel tanks as part of the monthly inspections. This revision will also be <br /> included in the revised SPCC Plan. <br /> o Annual inspection, as outlined in our current SPCC Plan was conducted <br /> and completed on January 9th, 2019. A copy of our findings has been <br /> attached for your review. <br /> • Item #710 regarding a Class II violation of CFR 112.8(c)(6) Failure to adequately <br /> discuss procedures to test or inspect each container for integrity. <br /> o We have been in contact with Matt Weber, civil engineer with GHD, Inc. <br /> out of Sacramento, California who we have contracted to amend our <br /> SPCC Plan to include the referencing of industry standards for <br /> inspections/tests of the tanks and qualifications of personnel performing <br />
