GR
Yoa r a rffi,r
January 12, 2010
Mr. Steve Dunn
Preston Pipelines
12833 South Manthey Road
Lathrop, CA 95330
RE: Proposal and Work Plan for Groundwater Testing
Delta Water Intake Project
Dear Mr. Dunn,
This work plan has been prepared by WGR Southwest, Inc. (WGR) on behalf of Preston Pipelines
(Preston). The work plan proposes the advancement of one subsurface soil boring to collect "grab"
groundwater samples for the purpose of meeting the pre-discharge screening requirements contained
in the Limited Threat Waste Discharge Requirements (Order No. R5-2008-0082) and to facilitate the
specification of the groundwater treatment system.
Field activities will be performed along the eastern side of the San Joaquin River at Empire Tract
south of the western end of Eight Mile Road in Stockton, California. The direct push boring will be
located in the vicinity of the proposed excavation and dewatering activities within the project
boundaries of the intake facility for the Stockton Delta Water Supply Project. Samples will be
collected and submitted to State-certified analytical laboratories under the oversight of a registered
California Geologist.
The following activities will be performed during the above-described activities:
Health and Safety Plan: A site specific Health and Safety Plan detailing known or potential
hazards and emergency response procedures will be present on site and a "tailgate" safety
meeting will be conducted prior to starting field activities. The plan will be maintained on-
site throughout the duration of field activities.
Permitting: The direct push boring will be permitted with the San Joaquin County
Environmental Health Department (SJCEHD). Communications will be maintained with the
SJCEHD throughout the duration of the project.
Drill Site Clearance: Prior to field operations, the drilling location will be marked in white
and Underground Service Alert (USA) will be contacted to identify any potential subsurface
obstructions and/or conflicts.
315 W.Pine Street,Suite 8 •Lodi,CA 95240•(209)334-5363 •Fax(209)334-5374
Los Alamitos,CA • Lodi,CA• San Antonio,TX• Charlotte,NC
