Community is a relatively new, developed,gated community located near the San Joaquin Riverjust southwest of Manteca. The community has two lakes,Oakwood Lake and Manteca Lake. The resident was also concerned about the smell of human feces emanating from the lake. The resident stated there have been problems with the lateral lines leaking throughout the development and thought this may be the source of contamination for the algae to bloom. is concerned that the blooming algae is a potential human health risk and a risk for wildlife. Based on the photos provided by the resident, it appears that it may be a cyanobacteria bloom. However,verification can only be obtained by taking a water sample and looking under the microscope. The problem is that there is no public access to this lake. This is a private,gated community. These lakes are man-made with no connectivity to the San Joaquin River. For human health concerns,swimming is not allowed in these lakes and fishing is only catch and release. The source for drinking water for this community is groundwater. Our NPDES Enforcement Unit staff did contact the local Oakwood Lake Water District to alert them of the situation and to ask them to check their wastewater treatment and collection system. They reported that they found no evidence of wastewater entering the lake via their treatment or collection system, and that there was no evidence of water leaving the irrigation application areas. Thus,we have not been able to identify the source of the smell reported or the source of nutrients contributing to this potential cyanobacteria bloom. The resident provided us six photos showing the potential blue-green algae and scum on the surface of the water. Based on the images it appears that the photos were taken near a dock, possibly near the Oakwood Shores Club also thought the Home Owners Association may have taken a water sample but that has not been verified at this point. can be reached at if you would like to reach out to him for further information.
