STATE OF CALIFORNIA <br /> DEPARTMENT OF CALIFORNIA HIGHWAY PATROL <br /> HAZARDOUS MATERIALS INCIDENT REPORT <br /> CHP 407E <br /> Page 3 <br /> SEOUENCE OF EVENTS: <br /> On February 21, 2018, at approximately 0415 hours, a 2015 Freight tractor was pulling a <br /> tanker trailer loaded with Hypo Chlorite Solution. The tractor was southbound on Byron <br /> Road as it slowed for the red signal light at the intersection of Mountain House Parkway. <br /> As it slowed approximately 180 pounds of Hypo Chlorite Solution,which was stored in <br /> the tanker, spilled out the dome area on top and onto the roadway beneath. A citizen <br /> observed the spill and informed the driver. The driver stopped, secured the dome and <br /> drove back to his yard. The spill was called in later by another private citizen. Officers <br /> Skinner, ID 19012, and Roesler, ID 19532, responded to the scene along with Mountain <br /> House Fire Department. The spill was contained on the roadway and the roadway was <br /> closed in both directions. Officer Skinned assumed incident command until he was <br /> relieved by Sergeant Lecce, ID 15236. The responsible party did not report the incident <br /> to the local authorities. The citizen who originally informed the driver of the spill, <br /> reported it to the California Highway Patrol (CHP) after he observed the road closure. A <br /> subsequent investigation by the trucking company revealed the dome on top of the tanker <br /> was not properly secured before it left the yard in Pittsburg, California. <br /> The material was determined to be Hypo Chlorite Solution by Richard Doss of Hasa <br /> Incorporated. A hazardous clean-up crew from Hasa Incorporated responded to the scene <br /> to remove and dispose of the material. The scene was declared safe at 1000 hours <br /> ROAD CLOSURES: <br /> Byron Road was closed for approximately 5 hours. <br /> EVACUATION DETAILS: <br /> None required. <br /> ENVIRONMENTAL IMPACT: <br /> Approximately 180 pounds of Hypo Chlorite Solution was spilled on the roadway. The <br /> containment area was approximately 100 feet in circumference <br /> CLEAN UP ACTIONS: <br /> Hasa Incorporated, a State Licensed Hazardous Waste Disposal Company, conducted the <br /> hazardous material clean-up. The material was covered with absorbent. The <br /> contaminated absorbent was removed and disposed of by Hasa Incorporated. <br />
