i <br /> I <br /> i <br /> I <br /> i <br /> The following is an itemized list of hazardous waste violations that have not been <br /> addressed for RAMOS OIL CO INC as of January 31, 2019. <br /> Open violations from December 10, 2018 inspection <br /> Violation#110- Failed to keep signed copy of manifests from the designated facility for three years. <br /> Manifests numbers 017145564JJK(7/27/2017), 017154170JJK (11/4/2017), and 018144944JJK(4/19/2018), <br /> 017145974JJK(9/11/2017), and 017145967JJK(9/11/2017)were found to be illegible without a signed off copy <br /> from the destination facility. Hazardous waste generators shall retain copies of all manifests for three years or until <br /> a copy signed off by the destination facility is received. The signed off copy shall be retained and made readily <br /> available for review for three years. If the generator did not receive a copy of the manifest with the handwritten <br /> signature of the owner or operator of the facility to which the generator's waste was submitted within 35 days of the <br /> date the waste was accepted by the initial transporter, the generator shall contact the transporter and/or the owner <br /> or operator of the designated facility to determine the status of the waste. If the generator did not receive a copy of <br /> the signed off copy of the manifest within 45 days of the date that the waste was accepted by the initial transporter, <br /> the generator shall submit an Exception Report that includes a legible copy of the missing manifest, and a cover <br /> letter signed by the generator explaining the efforts to locate the hazardous waste and the results of those efforts. <br /> Exception reports shall be submitted to: <br /> DTSC Report Repository <br /> Generator Information Services Section <br /> P.O. Box 806 <br /> Sacramento, CA 95812-0806 <br /> Immediately locate a copy of the missing manifests or prepare and submit an exception report to DTSC. Submit to <br /> the EHD a copy of the signed off copy of the manifests or a copy of the exception report submitted to DTSC. <br /> Copies of hazardous waste disposal records for used oil and used undrained oil filters for the forklift was not found <br /> on site. According to the manager, Pape Machinery services the forklfit and takes the used oil and oil filters back <br /> with them. If the used oil is not being disposed of on a uniform manifest or a consolidated manifest, the following <br /> documentation needs to be kept for each facility to show that the repair business is following California Health and <br /> Safety Code Section 25250.12 under Article 13 of Management of Used Oil: <br /> -The amount of used oil generated showing that no more than 55 gallons is transferred in the vehicle at any one ! <br /> time. <br /> -The address information on where used oil is being transported to. <br /> -The date the used oil is generated. <br /> Per Title 22 California Code of Regulations (CCR)66266.130, oil filters that are not completely drained need to be <br /> managed as hazardous waste. If the oil filters are not going to be drained, immediately start to dispose of them <br /> properly according to hazardous waste rules and regulations. [ <br /> Violation#111 - Failed to comply with uniform hazardous waste manifest exception requirements. I <br /> Manifests numbers 017145564JJK(7/27/2017), 017154170JJK(11/4/2017), and 018144944JJK(4/19/2018), i <br /> 017145974JJK(9/11/2017), and 017145967JJK(9/11/2017)were found to be illegible without a signed off copy <br /> from the destination facility. If the generator did not receive <br /> a copy of the manifest with the handwritten signature of the owner or operator of the facility to which the generator's I <br /> waste was submitted within 60 days of the date the waste was accepted by the initial transporter, the generator shall <br /> submit a legible copy of the missing manifest,with some indication that the generator has not received confirmation <br /> of delivery. Box 806 i <br /> Sacramento, CA 95812-0806 <br /> Immediately locate a copy of the missing manifests or prepare and submit the required information to DTSC. i <br /> Submit to the EHD a copy of the signed off copy of the manifest or a copy of the information submitted to DTSC. <br /> Violation #112-Failed to make determination for land disposal. f <br /> Uniform manifests 017145974JJK(9/11/2017, waste gasoline) was found with an unsigned land disposal notification <br /> from the generator.
