I <br /> i <br /> The following is an itemized list of hazardous waste violations that have not been <br /> addressed for RAMOS OIL CO INC as of January 31, 2019. <br /> Open violations from December 10, 2018 inspection <br /> Violation#605-Failed to completely label containers or portable tanks of hazardous waste. <br /> In the hazardous waste area, one black 55 gallon steel drum containing oily debris was observed with a hazardous <br /> waste label missing the contents and physical state. All hazardous waste containers shall be marked with the <br /> following information: i <br /> -the words"Hazardous Waste" i <br /> -name and address of generator <br /> -hazardous properties i <br /> -physical state <br /> -composition (contents) <br /> -accumulation start date <br /> Immediately label these containers and ensure that all hazardous waste containers are marked with all the required <br /> information. <br /> i <br /> I <br /> Violation#608-Failed to properly manage used oil and fuel filters. j <br /> Disposal records for the used oil filters for the last three years were not found on site. According to the manager, <br /> Pape Machinery services the forklift and takes the used oil and oil filters back with them. Per California Health & <br /> Safety Code (HSC)25163, a valid hazardous waste transporter license is required to transport hazardous waste. <br /> Per Title 22 California Code of Regulations(CCR)66266.130, oil filters that are not completely drained need to be <br /> managed as hazardous waste. If the oil filters are completely drained, they can be disposed of via recycling. A bill <br /> of lading needs to be left with the facility for drained oil filters. Per 22 CCR 66266.130(c)(5), a bill of lading needs to <br /> indicate: the generator and transporter, the receiving company names, addresses and telephone numbers, the <br /> quantity and size of the used oil filter containers transferred, and the date of transfer. If the oil filters are being <br /> taken as recycling, immediately start to store the bill of ladings when the waste leaves the site. <br /> i <br /> Open violations from January 05, 2016 inspection <br /> Violation#110-Failed to keep signed copy of manifests from the designated facility for three years. <br /> Manifest numbers 009930901JJK(4/16/13), 012167008JJK(10/2/13), 012167530JJK(5/22/14), and <br /> 014400600JJK 3/16/15)were found without a signed off copy from the destination facility. Manifest number <br /> 012917558JJK(9/25/14)was not found on site. Hazardous waste generators shall retain copies of all manifests <br /> signed off by the destination facility on site for three years and have them readily available for review. If the <br /> generator did not receive a copy of the manifest with the handwritten signature of the owner or operator of the <br /> facility to which the generator's waste was submitted within 60 days of the date the waste was accepted by the initial <br /> transporter, the generator shall submit a legible copy of the missing manifest, with some indication that the <br /> generator has not received confirmation of delivery. This information shall be submitted to: <br /> DTSC Report Repository <br /> Generator Information Services Section <br /> P.O. Box 806 <br /> Sacramento, CA 95812-0806 <br /> Immediately locate a copy of the missing manifests or prepare and submit the required information to DTSC. i <br /> Submit to the EHD a copy of the signed off copy of the manifest or a copy of the information submitted to DTSC. <br /> i <br /> Page 3 of 5 j <br />
