Page 2, 1207 Aurora Street
The EHD directs you to evaluate the potential vapor intrusion threat from the residual soil
contamination in the former tank pit areas. Please prepare a work plan to address this issue
and submit it to the EHD no later than April 24, 2009,
In Work Plan to Conduct Remediation Efforts—Addendum 1 dated December 18, 2002, JJW
proposed conducting remediation of the soil contamination in the former tank pit areas with
ozone infusion. In addition to the ozone sparge points that would be installed to remediate
the groundwater, sparge points were to be installed above the groundwater in these areas to
address the vadose zone soil contamination. Two sparge points in each tank pit were built to
approximately 38 feet bsg. In the former gasoline tank pit is SP-5, a dual sparge point; with
one point set at 38 feet, one at 50 feet, and SP-6 with one point set at 38 feet bsg. In the
former diesel tank pit is SP-9, a dual sparge point; with one point set at 38 feet, one at 50
feet, and SP-10 with one point set at 38 feet bsg. According to the Report, however, the
shallow sparge points apparently are not being used in the remediation (Section 6.0 Ozone
Sparge System). Please have your consultant confirm whether the 38-foot deep points have
been, or currently are being, used in the site remediation.
EHD personnel have made periodic brief visits to your site to check on the status of the
ozone system. The EHD found the system was not operating on December 24, 2005. In
subsequent phone conversations with JJW, the EHD was told the compressor went out and
needed repair, but that it was expected to be returned to the site during the week of
January 19, 2009. Subsequent site visits have not found the system in operation. Please
make all repairs needed to get the ozone system back in operation, and to put sparge point
SP-4 online. If the 38-foot deep sparge points in the former tank pit areas are not online,
please place them in operation also. The ozone system should be back in operation no later
than March 27, 2009.
If you have any questions please call Lori Duncan at (209) 468-0337.
Sincerely,
Lori Duncan, REHS Nuel C.
