Condon FROM: Marty Hartzell, R.G.
Senior Engineering Geologist Associate Engineering Geologist
DATE: 28 May 2002 SIGNATURE:
FILE REVIEW FOR NO FURTHER ACTION, FORMER P.E. 0' IR COMPANY, 1102 SOUTH
AURORA STREET,STOCKTON, SAN JOAQUIN COUNTY
I reviewed the 25 April 2002 Results of Limited Subsurface Investigation report (Investigation Report)
submitted by Apex Envirotech Incorporated(Apex) on behalf of Rexel Canada, Incorporated (Rexel),
the current property owner for the former P.E. O'Hair site. The subject site is currently an industrial
plumbing supply warehouse located in a commercial area of south Stockton.
Review of our files shows that two underground storage tanks (USTs) were removed from the subject
site in November 1988 (USTs #1 and#3), and two additional USTs were removed in February 1994
(USTs#2 and#4). Soil contamination was not identified at USTs#1, 43, or#4; however, soil staining
and petroleum hydrocarbon odor was noted by the San Joaquin County Environmental Health Division
(County) inspector from soil samples collected at UST#2. Analytical results of UST 42 tank pit soil
samples showed non-detectable levels for gasoline and gasoline-related constituents. (Soil samples were
not analyzed for methyl tertiary butyl ether(MtBE) or other fuel oxygenates and additives.) Due to the
discrepancy between the County inspector's notes and the tank pit sample results, the County issued a
letter in April 1997 stating they would not support closure for this site.
Because this former UST site was never officially closed, and soil and groundwater samples were not . .
analyzed for MtBE as required by the State of California,Board staff requested the former P.E. O'Hair
Company to collect and analyze soil and groundwater samples for MtBE and other fuel oxygenates and
additives. In January 2002,Apex submitted a plan of work to complete the investigation, and on
26 March 2002, Apex completed five push probe soil borings and collected twelve soil and five
groundwater samples for analysis. All soil and groundwater samples were analyzed for TPHg, BTEX,
MtBE and other fuel oxygenates, and fuel additives 1,2-dichloroethane and ethylene dibromide. One
soil sample collected at 20 feet contained TPHg at 14 milligrams per kilogram. Two soil samples
collected at 30 and 35 feet in the same boring were non-detect for all constituents. Besides this TPI-Ig
detection at 20 feet, all other soil samples and the five water samples were non-detect for all constituents
including MtBE and 1,2-dichloroethane at acceptable detection limits.
Site lithology consists of silt and clay to 39 feet. The depth to water was identified at 32 to 36 feet in the
five soil borings, and based on surrounding UST sites the groundwater flow direction is to the northeast.
A formal sensitive receptor survey was not requested for the site; however, as shown on GeoTracker,
California Environmental Protection Agency
0 Recycled Paper
The energy challenge facing California is real.
